Job Description:

Responsibilities



  • Gain a deep understanding of the key project contracts (prime contract, major subcontracts and purchase orders). This includes, among other things, acquire familiarity with: (i) notice procedures and deadlines in the agreements; (ii) contractual risk allocation; (iii) invoicing and payment provisions; (iv) contractual remedies and preconditions to obtaining relief; and (v) dispute escalation and resolution sequence.

  • Provide advice to the Project's Director and its Deputy Director on the contractual impact of proposed actions.

  • Propose contract management strategies to the Project's Director and its Deputy Director.

  • Provide training to the main Project officers on the key project contracts.

  • Drafting Project correspondence to be sent to the Owner, key subcontractors and critical third parties. Gather the necessary technical or commercial data necessary for the specific piece of correspondence in question. Seek input, review and approval from the Project Director and Deputy Director.

  • Implement a protocol to ensure the early detection of contractual threats or risks.

  • Support the Project Director in creating the necessary awareness in all heads of the departments at the Project so that issues which may require contractual response are identified and communicated in a timely fashion.

  • Disseminate good practices with regards to internal communications (internal memos, e-mails between team members). Ensure good practices to that effect are followed.

  • Identify and prepare claims, in close coordination with Legal, implementation of a claims log.

  • Coordinate with project counsel

  • Direct management oversight of the small business unit of the Project which consists of the small business manager, including monitoring compliance with the Project's SB program and strategic planning to meet the SB goals


ASSISTANCE TO PROCUREMENT



  • Ensure preparation of subcontracts and purchase orders is in accordance with the approved forms, verifying that they contain appropriate flow downs of prime contract provisions. Seeking approval from Project Director, Deputy Director and Legal if deviations from the approved forms are deemed necessary.

  • Review solicitations (RFQ, RFP) to be issued to vendors (subcontractors, suppliers).


EDUCATION & EXPERIENCE



  • 5-7 years' experience on design-build infrastructure projects

  • Three years construction claims experience or law degree (preferred, not required)

  • Experience drafting, administering, or negotiating contracts

  • Strong (above average) oral and written communication skills

  • Highly proactive and responsive to internal and external customers

  • Ability to exercise independent judgment and advise project leadership on complex issues


Minimum Experience & Education



  • Bachelor's degree
