ABOUT THE POSITION

The County of Riverside's Flood Control and Water Conservation District has an opportunity for a Senior Flood Control Planner assigned to the Watershed Protection Division located in Riverside.

Senior Flood Control Planners will plan, organize and direct the work of a unit of 3-4 staff engaged in a wide range of surface water resource management and protection activities requiring a detailed understanding of the planning, operating, and engineering characteristics of stormwater/flood projects and systems and the National Pollutant Discharge Elimination System (NPDES) permits governing such activities; and perform other related duties as required.

The Senior Flood Control Planner differs from the Associate Flood Control Planner in that the former class is characterized by the responsibility for supervising a unit engaged in water resource planning or environmental planning, whereas the latter is the fully-qualified journey level, and may act as a team leader for specific studies as assigned. Promotion to the Senior Flood Control Planner level is achieved through the competitive recruitment process.

EXAMPLES OF ESSENTIAL DUTIES
WATER RESOURCE PLANNING

Plan, organize, direct, and review the work of a unit engaged in preparing project work programs and developing standards, criteria, and policies for various stormwater quality and conservation programs.

Serve on technical committees for various stormwater quality or conservation-related studies conducted by the District or other agencies.

Oversee Phase 1 Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) permit compliance for Riverside County Flood Control Control and Water Conservation District (District) and on behalf of all MS4 permittees within Riverside County as prescribed by Santa Ana River Regional Water Quality Control Board and Colorado River Regional Water Quality Control Board.

Provide recommendations to Cities and County of Riverside with complex MS4 permit compliance related inquires.

Negotiate new MS4 permit terms with the Regional Water Quality Control Boards on behalf of the District and MS4 permittees.

Oversee development of implement compliance documents to serve as a template for the MS4 permittees. These documents may include Water Quality Management Plans (WQMPs), Watershed Management Plans (WMPs), etc.

Guide MS4 permittees with compliance strategies and plans who are under Bacteria and Nutrient Total Maximum Daily Loads (TMDLs)

Assist MS4 permittees during Regional Water Quality Control Board audits.

Have ability to read engineering plans and provide project management on Capital Improvement Projects (CIP) for water quality related structural projects, such as low flow diversions, WQMP basins and other water quality treatment systems.

Understand the functions and limitations of municipalities and the scope of their legal authority to execute MS4 permit requirements.

Oversee staff responsible for hazardous waste removal within the District right of way and coordinate with various land use jurisdictions on complex scenarios.

Have general familiarity with State Permits such as Construction General Permit (CGP) and Industrial General Permit (IGP).• Direct and review the analysis of stormwater improvement programs to determine potential funding sources, feasibility and system-impact, and anticipated environmental documents required.

Plan, organize, direct, and review the work of staff engaged in assisting District, city, and County agencies and departments in the implementation of ordinances, policies, and procedures to comply with regulatory and legislative mandates; review development plans for compliance with same.

Plan, organize, direct, and review the work of staff in the use of quantitative techniques to project future pollutant loads, pollutant load reductions, and other related costs/benefits for use in stormwater/flood project design, water quality, or conservation impact analysis.

Prepare or direct the preparation of comprehensive and technical reports and oral presentations on detailed stormwater quality and conservation projects and programs to the elected officials , various commissions, governmental officials, the public, and staff.

Direct and review the maintenance of information, data, and materials developed by sociologists, economists, environmentalists, engineering personnel, and land use planners to evaluate existing and proposed stormwater quality and conservation programs and projects.

Plan, organize, and direct the research and application for grants and other funding from various sources; review progress and support documentation to ensure monies are allocated to meet continued funding requirements.

Participate in long range stormwater quality and conservation planning.

Testify as a technical expert at public and court hearings.

Plan, organize, direct, and review the work of a unit engaged in preparing environmental work programs and developing standards, criteria, and policies for various Flood Control projects and programs.

Review Requests for Proposal/Scope of Work for capital projects; review consultant proposals/scope of work, budget, and schedule; and participate in selection of same.

Review management of consultant progress and work product; provide technical guidance to personnel engaged in complex environmental review processes; review invoices for management approval.

Provide support and technical assistance, directly or through subordinates, to Project Managers of capital projects.

Work cooperatively, directly and thorough subordinates, with stakeholders, including cities, oversight agencies, and affected private developers.

Use technical knowledge of local, state and federal environmental laws and regulations to support expeditious capital project delivery.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a Bachelor's degree in planning, environmental sciences, environmental engineering, or closely related field. (A Master's degree in planning, public administration, chemistry, civil engineering, environmental sciences, or a closely related field may substitute for one year of the non-specialized required experience.)

Experience:

OPTION I

Water Resource Planning Review: Three years of responsible professional planning or engineering experience which includes one year of public works planning or engineering.

OPTION II

Environmental Planning: Three years of responsible professional environmental planning experience.

Knowledge of: Principles of surface water resource management relating to the control of stormwater pollution in urban environments; statistical methods for analysis, interpretation, and presentation of environmental quality data; local, state and federal environmental laws, regulations, and guidance for surface water quality protection in California with an emphasis on municipal stormwater management; principles and practices of personnel management, supervision, and training; principles and practices of policy development and implementation and practices of project management.

Ability to: Plan, organize, direct, and review the work of a section of environmental scientists, engineers, and technicians responsible for implementing environmental regulatory compliance programs and studies with an emphasis on monitoring, managing, protecting, and enhancing the quality of surface water resources within the District's service area; Critically evaluate environmental regulatory program needs, prioritize data acquisition, design environmental resource programs, develop policies and procedures, formulate and justify budget requests, and administer programs to ensure compliance with local, state, and federal laws and regulations; communicate effectively (orally and in writing) to a range of target audiences; serve as a program leader to County agencies/departments, cities, state and federal agencies, local agencies, private industry, and other stakeholder groups on stormwater regulatory compliance activities; establish and maintain cooperative relationships with those contacted in the course of work (internally with District and County staff and externally with multiple jurisdictions); provide strategic goals, performance metrics, and staff training/development to ensure effective performance.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
