Primary Objectives of Position: HR Manger, the Affirmative Action Program, and benefits administration. Coordinates with the DESI corporate HR.

Your Responsibilities:

1. Provides overall management and administration of HR policies and programs.

2. Monitors staff work assignments and priorities; evaluates staff performance and implements organization and personnel changes as approved by the Center Director.

3. Assists in the development of new and revised policies and procedures affecting HR.

4. Interprets and recommends policies and procedures concerning employment, layoff, wage and salary administration, communications, benefits, employee relations, and maintenance of personnel records.

5. Manages recruitment and screening of qualified personnel; coordinates with supervisors in selection and salary determination; extends employment offers.

6. Administers wage and salary program, including salary and personnel changes, performance appraisals, evaluation of position descriptions, salary administration reports, and proposed changes to rate structure using area wage and salary surveys.

7. Coordinates the planning, development, and operation of the staff training program.

8. Coordinates Affirmative Action compliance and Equal Employment Opportunity (EEO) programs, including grievance and discrimination charges.

9. Serves as the center’s EEO Officer.

10. Assists management with evaluating cost-effective utilization of personnel and the organization, planning, and administration of the contract.

11. Administers the group insurance and retirement programs in compliance with corporate policies.

12. Clearly communicates and consistently models appropriate employability skills, including personal responsibility and computer fluency.

13. Participates in the outreach and public education programs of the center.

14. Models, mentors, and monitors the positive normative culture of the center.

15. Acts as a responsible custodian for the assigned center property.

16. Reports violations of ethical behavior.

17. Suggests opportunities for continuous operational improvement and reduction of waste.

18. Identifies and reports environmental health and safety concerns.

19. Submits reports and plans in a timely manner.

Requirements

Education: Bachelor’s degree in business administration, management, or related field

Experience: Four years of related experience, two of which must be in an HR capacity

Skills/Abilities/Competencies:

• Demonstrated ability to manage frequent interruptions and changing priorities; strong organizational skills

• Ability to promote the Career Success Standards (CSS) by modeling appropriate behaviors, mentoring students when necessary, and monitoring both positive and negative behaviors through interventions

• Strong customer service skills

• Excellent written and verbal communication skills

• Computer proficiency; proficient in using software such as Microsoft Word, Excel, PowerPoint, and Outlook

Minimum Eligibility Qualifications

• If position requires driving, a valid driver’s license in the state of employment with an acceptable driving record is required

• I-9 documentation required to verify authorization to work in the United States

• Ability to pass pre-employment drug test and background check
