Overview:

ACS Professional Staffing is looking for an employee to work on-site with our client. This Business Analyst position will analyze business issues, recommend solutions, and work with stakeholders to define requirements, ensuring business needs are met. This role includes documenting requirements, collaborating with development and business teams, assisting with the requirements process, defining project scope, and communicating project status while escalating issues as needed. This full-time position is located in Portland, OR.



Responsibilities:

  • Support business stakeholders and facilitate gathering and analyzing information using standard tools and approaches to:
    • Clarify business operations, functions, problems;

    • Document/map the current and future state;

    • Identify solution alternatives, evaluate the alternatives, and define procedures.


  • Provide process and organizational expertise for facilitating, planning, and executing approved business operations and change initiatives.

  • Research, interview internal customers / end-users, stakeholders, and other interested internal parties to gather and understand customer / end-user requirements and/or business process, procedure or workflow development; present solution recommendations to management and stakeholders for consideration and approval.

  • Evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs; incorporate findings and insights into project and change management plans, decision-making information, recommendations, and other project considerations as appropriate.

  • Provide support to top management officials by participating in the formulation and articulation of an overall plan integrating the full range of issues associated with the post-2024 Columbia River Treaty and Pacific Northwest Coordination Agreement (PNCA) planning.

  • Provide support to Treaty and PNCA project managers and broader management for current and post-2024 planning.
    • Coordinate the planning and execution of milestones, schedules, and tasks to facilitate successful completion of assigned initiatives.

    • Maintain regular, consistent, and effective communication regarding project/assignment status and concerns, with appropriate parties, including managers, project managers, stakeholders, project teams, business analyst teams, etc.

    • Collaborate with subject matter experts to convey the management-approved technical vision and to analyze potential tradeoffs between usability and performance needs; work with project managers, business leads, manager, and decision makers to reconcile and identify acceptable "tradeoffs".

    • Develop /draft documentation to: 1) analyze and validate repeatability of processes; 2) facilitate training on historical context, processes or tools; and, 3) support business continuity and knowledge transfer.


  • Review hydro-regulation studies performed by the company and the Corps of Engineers.

  • Assist technical staff and management in developing interpretations of post-2024 Treaty and PNCA planning studies.

  • Assist in preparation of presentations and technical reports/papers for sharing results within the U.S Entity, with federal agencies, with other participants in the post-2024 Treaty/PNCA planning process, and broader stakeholders. May be asked to give presentations on the results of review studies.

  • Assist management in formulating and designing alternative operating strategies, calculations, and procedures.

  • Assist with technical troubleshooting and developing solutions to technical issues such as how to apply capacity credit limit under the Treaty, evaluating the true value of the Canadian Entitlement, and determining headwater benefit values.

  • Provide training to newer staff at the company regarding the Treaty and PNCA (both for the post-2024 planning and for current implementation). This may include guidance in the design of existing and new hydro models at the company and the Corps of Engineers.


Requirements:

  • Bachelor's degree in Business Management, Organizational Management, Business Administration or a related discipline is highly preferred.
    • 8 years of experience is required with a bachelor's degree in applicable fields.

    • 12 years of experience is required without a degree or applicable degree.


  • Related experience includes a minimum combination of work-related experience, on-the-job-training, and/or vocational training.

  • Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature.

  • 5 years of experience/expertise in long-term planning support as related to federal electric utilities.

  • Decisive leadership with proven success in problem solving and execution.

  • Experience providing analysis, including a professional perspective of historical data.

  • Experience assessing programmatic funding inter-relationships.

  • Ability to apply broad knowledge of the Columbia River Treaty and Pacific Northwest Coordination Agreement, including the political and legislative perspective around the initial negotiations, issues during implementation, and post-2024 implementation.

  • Knowledge of Canadian, electric utility, and other public issues related to the Treaty and PNCA is necessary to assist senior management in the formulation of recommendations and strategy regarding current and future planning.

  • Strong understanding of the Federal Columbia River Power System including the U.S. and the Canadian areas.

  • Experience providing quality control and interpreting results of HYDSIM (Hydro regulation model) model runs and the Corps' RESSIM (Hydro regulation model that emulates HYDSIM) model.

  • Experience synthesizing cohesive interpretations and reports from technical studies of the operation of the Federal Columbia River Power System.

  • Valid U.S. Driver's License is required.
