POSITION TITLE: Utility Services Technician
REPORTS TO: Utility Services Manager

PURPOSE OF POSITION:
Responsible for the reading, repair, inspection, and replacement of Papillions residential and commercial water meters to ensure accurate and timely utility billing. Responsible for identifying, locating, and marking the proper location of the City of Papillions subsurface utilities and those of the Sanitary and Improvement Districts located within the Citys extraterritorial jurisdiction to protect public safety and to minimize accidental damage or disruption of service due to excavation activities. This position must be willing to work overtime as necessary and is subject to on-call, emergency call-out, and standby.

ESSENTIAL FUNCTIONS:
Reads residential and commercial water meters and records meter readings using a handheld computerized meter reading system and other forms of documentation.
Replaces water meters, wiring, and remotes as part of the Citys meter replacement program and in the case of meter failure.
Inspects meters and connections for defect, damage, and unauthorized connections, reports irregularities to supervisor.
Uploads and downloads meter reading data to facilitate the utility billing cycle for the Finance Department and responds to work orders.
Receives and prioritizes locate tickets through Nebraska One-Call/811.
Locates underground utilities that fall within the Citys jurisdiction using paint, flags, and/or stakes to mark the locations.
Reads as-built plans, blueprints, mylars, drawings, GIS data, and other documentation that is essential in locating underground utilities.
Provides rotating 24-hour response for emergency and damage utility locates.
Operates data collection devices and locating and metal detecting equipment.
Inputs locate ticket status and activities in a computer-based ticket management application.
Performs customer service duties including investigating high water usage complaints, verifying meter readings, hanging door hanger notices, identifying and reporting meter discrepancies or malfunctions, attending on-site meets, and explaining service locations and responsibilities to property owners and contractors.
Operates City vehicles and tools in the performance of duties according to established safety procedures.
Operates standard office equipment including personal computer, copier, scanner, telephone, etc.
Attends seminars and in-service training, as needed.
Assists with various water activities including water service disconnections.
Establishes and maintains positive public relations with the general public, other employees, and municipal officials.
Disconnects water for non-payment; utilizes maps, metal detectors, and probes to locate shut off valves underground.
Prepares and maintains various departmental documents including, but not limited to, departmental memorandums, meter repair reports, loss prevention reports, incident and accident reports, customer complaints, etc.
Establishes new routes and walk sequences for meter reading.

MARGINAL FUNCTIONS:
Participates in snow removal operations as needed.
Assists in other City activities such as Cleanup Days, Papillion Days, etc.
Assists all divisions as required to accomplish the goals of the Public Works Department.

ESSENTIAL KNOWLEDGE, EXPERIENCE, AND ABILITY:
Knowledge of and ability to apply techniques used to read, repair, inspect, and replace water meters, and to care for and safely operate the tools, equipment, materials, and supplies used in performing duties.
Knowledge of and ability to adhere to the Common Ground Alliances (CGA) Best Practices.
Knowledge and application of Nebraska Revised Statutes, Sections 76-2301 to 76-2332, known as the One-Call Notification System Act.
Knowledge of basic engineering and construction terminology, practices, and procedures
Knowledge of basic design and maintenance practices of water distribution, sewer conveyance, or other underground utility systems.
Knowledge and application of precautions necessary to work safely with and around the general public, areas of traffic, places of business, etc.
Ability to safely operate departmental tools, equipment, and vehicles and to maintain a safe work environment in the performance of duties.
Knowledge of computers and ability to use a variety of computer software applications, including word processing, spreadsheets, electronic mail, and specialized applications.
Ability to accurately enter and retrieve data utilizing using a computer, mobile device, or a handheld computer unit.
Ability to learn the geography and general utility layout of the City and its extraterritorial jurisdiction.
Ability to plan and organize a personal work schedule, set priorities, and meet deadlines.
Ability to work independently in the absence of supervision.
Ability to learn and apply City laws, policies, and regulations that impact departmental activities.
Ability to accurately prepare and maintain various records, reports, and other departmental documents.
Ability to deal with the general public, contractors, builders, and vendors in a courteous and tactful manner.
Ability to accurately read and interpret technical sketches and maps.
Knowledge of and ability to perform accurate mathematical calculations such as addition, subtraction, multiplication, division, and varying statistical analysis using a calculator, computer or manually.
Ability to communicate effectively, both verbally and in writing, in English.
Ability to read, interpret, and follow verbal and written instructions.
Ability to handle confidential material and information in an ethical and professional manner.
Ability to maintain regular and dependable attendance on the job, including attendance and job performance for potential prolonged periods of time when called out on short notice due to weather conditions, emergencies, and similar situations of public necessity.

ESSENTIAL EDUCATION, CERTIFICATION, AND/OR LICENSES:
1. Must have a valid drivers license at the time of hire.
2. Must have or be able to obtain a Class B CDL within a timeframe established by employer.
3. Graduation from high school or GED equivalent required.
4. Experience with meter reading/installation and/or utility line locating preferred.
5. Must complete employers training curriculum for this position within six (6) months or a timeframe established by employer.
6. Must be bondable.

Work is generally performed indoors/outdoors and requires a considerable amount of physical activity including walking, standing, kneeling, bending, crouching, reaching, stooping, and climbing. The incumbent must have the ability to transport themselves to and from various locations throughout the city. Duties require the ability to tolerate an indoor and outdoor work environment which includes contact with dirt, dust, chemicals, cleaning solvents, bacteria, noise, and inclement weather conditions.

An incumbent must have the ability to lift up to 50 lbs. on a regular basis and must possess the coordination and manual dexterity necessary to operate hand and power tools and equipment utilized in repair and maintenance tasks. Work hours may occasionally be required in times of darkness. Vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The employee occasionally works near moving mechanical parts, in precarious places, and is occasionally exposed to fumes or airborne particles, toxic chemicals, risk of electric shock, and vibration. The noise level may be moderate to intense depending on activity performed.

Work requires extensive interaction with the general public and may be stressful when dealing with irate citizens.
