Description: ATA Services, Inc., is immediately seeking to hire a Grants Manager to work on a temporary assignment with The State of New Mexico – Aging and Long-Term Services Department.
  • Start Date: ASAP
  • Location: Remote work
  • Schedule: FT Monday – Friday; 8:00am – 5:00pm
  • Pay Rate: $30.00 per hour

The Grants Manager will maintain the day-to-day operations of the Grants Management Bureau, complete tasks, train any newly hired grant manager, and meet all required State and Federal reporting deadlines through December 2024. All duties will be performed remotely with computer equipment and phones provided by the Aging and Long-Term Services Department. The scope of work includes:

Administrative

  • Monitoring emails from federal and state awarding agency partners
  • Monitoring emails from internal Department team members
  • Filing and organizing correspondence, reports, and requests in appropriate shared electronic folders

Grant Management and Oversight

  • Meet with Federal and State partners as necessary. All meetings to be conducted via Microsoft Teams
  • Submission of any outstanding Federal carryover
  • Submission of any outstanding no-cost extensions

Reconciliation/Financial

  • Reconciliation of all Agency grant expenditures through the period ending November 30, 2024
  • Reconciliation of all Agency grant revenue through the period ending November 30, 2024
  • Preparation and submission of Federal direct grant draw packets, to include agency approvals, through the period ending November 30, 2024
  • Preparation and submission of journal entry adjustment requests, to include agency approvals, for all Federal direct grants through the period ending November 30, 2024
  • Request reimbursement of Federal direct grant funds through the Payment Management System through the period ending November 30, 2024
  • Preparation and submission of all required Federal carryover, no-cost extension, continuation, and grant applications due by November 30, 2024
  • Preparation and submission of all quarterly and semi-annual passthrough and Federal Financial reports due by October 30, 2024
  • Preparation and submission of all quarterly reports due by November 15, 2024
  • Preparation and submission of Administration for Community Living annual certifications
  • Preparation and submission of Federal Funding Accountability and Transparency Act reporting
  • Preparation and submission of Department of Finance and Administration grant reporting

Single Audit

  • Preparation of the annual Schedule of Federal Awards (SEFA)
  • Preparation of the annual Schedule of Federal Receivables
  • Serve as agency POC for the annual Single Audit
  • Provide documentation and create reports as requested audit team

Training

  • Train new Department Grants Bureau hires on:
  • Monitoring emails from federal and state awarding agency partners

  • Preparation and submission of Administration for Community Living annual certifications
  • Preparation and submission of Federal Funding Accountability and Transparency Act reporting
  • Preparation and submission of Department of Finance and Administration grant reporting
  • Payment Management System, Grants.gov, GrantSolutions, eGrants, Fairbanks, and Rever grant management systems

KNOWLEDGE, SKILLS, AND CAPABILITIES

  • Bachelor’s degree, or equivalent; advanced degree desired.
  • Minimum of 5 years experience in grants management, including grantmaking, expenditure responsibility, and other legal/IRS compliance issues.
  • Experience working with grants management databases.
  • Knowledge and application of best practices in grantmaking.
  • Knowledge of current regulations pertaining to IRS, international grantmaking, and advocacy grantmaking.
  • Proven abilities in analysis, database management, and data reporting.
  • Advanced computer skills (in particular, developing Word forms/templates, Adobe Acrobat forms, and manipulating data in Excel); willingness to learn additional applications (and accessible technology) as necessary.
  • High level of attention to detail and strong organizational skills, and, at the same time, ability to think broadly and analyze trends.
  • Excellent research, writing, and editing skills, with attention to detail required.
  • Ability to handle confidential information.
  • Excellent written and oral communication skills, with the ability to communicate complex technical, budgetary, and grants administration details to staff.
  • Ability to design and implement effective workflow processes and procedures.
  • Ability to multi-task, prioritize, and follow through to effectively manage work and meet multiple deadlines.
