The Chief Operating Officer is an executive leadership position that assumes line responsibility and authority for the administrative direction, evaluation, and coordination of the functions and clinical operations of the full continuum of care of a 152-bed inpatient specialty hospital for persons with spinal cord injury, brain injury and other neurological disorders. In addition, provides leadership and oversight to Quality, Community Services and Risk Management. The Chief Operating Officer position provides the leadership, management, and strategic vision necessary to ensure Shepherd Center has the proper administrative procedures and resources in place to effectively optimize the clinical operations of the organization to ensure financial strength and operating efficiency. The position accomplishes this through a respectful, constructive, and energetic style, guided by the strategic objectives of the organization.


  • Provide day-to-day leadership and oversight for all clinical operations, Quality, Community Services and Risk Management that embodies Shepherd Center's mission, vision and values.

  • Responsible for seeing Shepherd Center's strategic initiatives are carried out through its daily operational activities.

  • Collaborate with the executive and senior management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the rapid growth objectives of the organization.

  • Evaluate and establish processes to optimize quality outcomes, functional outcomes, patient experience scores as well as staff satisfaction.

  • Develop a clinical operational budget within Shepherd Center's financial parameters and ensure that all clinical departments do the same.

  • Collaborate with executive and senior leaders to develop processes that maximize reimbursement.

  • Interact with employed and consulting physicians on a regular basis to strengthen relationships, monitor performance and take action when there are identified issues to be addressed.

  • Work with senior managers to reduce costs, streamline services and/or develop new services.

  • Oversee the internal patient customer experience through direct contact with patients and families and incorporate new initiatives to increase customer service scores.

  • Evaluate clinical performance by analyzing and interpreting data and implement processes to improve clinical performance while reducing costs.

  • Collaborate with appropriate leaders to coordinate organizational alliances and partnerships.

  • Provide timely, accurate and complete reports on the clinical operational management of Shepherd Center.

  • Attend special functions and network with potential/current donors.

  • Participate on committees or projects.

  • Performs other duties as required/requested/assigned.


Required Minimum Education

  • Bachelor's degree required.


Required Minimum Certification

  • N/A


Required Minimum Experience

  • Minimum of five (5) years of management and budgetary experience.

  • Minimum of five (5) years of experience in a healthcare setting.

  • Evidence of the ability to consistently make good decisions through a combination of analysis, wisdom, experience, and judgment.

  • High level of business acumen and understanding of budgets, financial statements and reports, and strategic planning.

  • Excellent written and verbal communication skills required.

  • Ability to effectively build organization and staff capacity.

  • Must have the ability to develop a highly effective and dedicated workforce.

  • Must have the ability to create protocols and streamline processes that ensure the organization runs smoothly.

  • Experience leading and inspiring others to new levels of effectiveness and operational impact.

  • Ability to multi-task and prioritize workload in a fast-paced environment.

  • Knowledge of various practice management models, with the ability to creatively solve problems and develop practical solutions.

  • Possess thorough understanding and broad experiences with the full range of business functions and systems including: strategic development and planning, budgeting, business analysis, facilities management, finance, information systems, human resources, legal affairs, community development and outreach, and marketing.

  • Ability to establish and maintain effective working relationships with employees, other agencies, and the public.


Preferred Qualifications:

  • Master's degree in Business Administration, Health Administration, Public Health or related field preferred.
