SUMMARY



The Business Process Reengineering Consultant (BPR) role leads and supports business process improvement initiatives for the United States Department of Agriculture (USDA) Farm Loans Program. Collaborates with business stakeholders and subject matter experts to analyze and document existing processes and technologies, identify and recommend enhancement opportunities and support the implementation of solutions that will streamline operations and improve efficiency.


Success in this role requires previous experience assisting organizations through change and business process reengineering initiatives and strong consulting skills.

ESSENTIAL REQUIREMENTS



Must be able to obtain government security clearance.


Certification in Lean Six Sigma or Business Process Management (BPM)



KEY DUTIES AND RESPONSIBILITIES



Analyzes data and gather insights to identify pain points, inefficiencies, and areas for improvement.


Conducts discovery, document current state processes, and identify areas of significant opportunity in process optimization, automation and standardization.


Collaborates with business stakeholders to align process improvements with organizational goals and priorities.


Facilitates workshops to engage diverse groups of stakeholders to support the assigned Business Process Reengineering (BPR) efforts.


Applies process improvement and reengineering methodologies and principles to conduct process modernization projects.


Supports data analysis, crosswalks, and performance Return on Investment (ROI) analysis.


Provides strategic recommendations and actionable insights to optimize workflow efficiency and enhance service delivery.


Identifies and shares best practices, lessons learned, and industry insights to build organizational capability.


Demonstrates an understanding of technical problems and solutions as they relate to the current and future business environment.


Designs tailored solutions and roadmaps to address identified challenges and opportunities.


Develops and deliver executive level briefings and presentations for senior management.


Develops Standard Operating Procedures to implement process improvement initiatives.


Designs forms and create artifacts such as white papers, user guides, etc. to support evaluations.


Shares knowledge and insights with team members to foster a culture of learning and collaboration.


Responsible for aiding in own self-development by being available and receptive to all training made available by the company.


Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

EDUCATION/EXPERIENCE



Bachelor's degree in business, finance, accounting, IT or related field and a minimum of three (3) years' relevant experience.


Experience working with USDA program or other federal government agencies preferred.


Experience working in financial accounting, financial management services, or lending institutions is a plus.

Proven experience in business process analysis and improvement, preferably within government programs or agricultural lending.


Strong analytical skills with the ability to gather and interpret data from various sources.


Proficiency in process mapping and analysis tools (e.g. Visio, Lucidchart) and familiarity with process improvement methodologies (e.g. lean Six Sigma)


Strong communication and interpersonal skills, with the ability to collaborate effectively across teams and levels of an organization.


Ability to interpret an extensive variety of information and create abstractions and visualizations for a wide range of stakeholders.


Ability to learn new tools and technologies to support project work.


Extremely detail-oriented with ability to quickly grasp business needs and issues.


Exceptional analytical, problem-solving, and critical thinking skills.


Excellent verbal and written communications skills with solid presentation skills.


Exceptional organization skills with ability to prioritize tasks and to effectively manage multiple projects and priorities.

LANGUAGE SKILLS



Ability to read, analyze, and interpret technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.



MATHEMATICAL SKILLS



Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.



REASONING ABILITY



Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
