Description 


HORNE is searching for a highly motived individual with deep experience in energy programming and portfolio management to shape and lead our Inflation Reduction Act (IRA) Energy Rebate Program portfolio. The IRA Energy Rebate Portfolio Director is responsible for overseeing a nationwide energy rebate portfolio and providing the subject matter expertise to ensure client success. The Director is responsible for the design, implementation and delivery of tailored programs and solutions for energy rebate programs across the U.S. This role requires interaction with a range of internal and external stakeholders, typically managing project tasks simultaneously. 


 Essential Functions


Project Oversight 



  • Oversee the strategic planning, design, and implementation of IRA programs across HORNE’s entire portfolio nationwide, ensuring compliance with relevant laws, regulations, and policies.

  • Allocate and manage IRA resources between ITRA project teams.

  • Oversee project start-ups and closeouts including travel to client locations as required.  

  • Approve deliverables for submission to client as needed.  

  • Obtain regular client assessments of projects progress.  

  • Ensure recent Department of Energy guidelines and project policies and procedures are distributed and adhered to.

  • Ensure programs meet their budget projections.

  • Provide subject matter expertise to review, modify, and scale program design and operations for the energy rebate portfolio, incorporating industry best practices.

  • Monitor portfolio activities including deliverables, milestones, budgets, contracts, etc., and ensure teams are meeting expectations, reporting to executive management on the status, progress, and strategy for portfolio success. 


 Team Management 



  • Provide direct supervision, guidance and feedback to direct reports ensuring effective coordination of project support and guidance on project team recognition and personnel issues as they arise.

  • Coach direct reports on program management, technical development, and performance improvement.

  • Lead direct reports and provide high level technical guidance on project work plan development and execution to ensure quality and timely delivery.

  • Oversee direct reports to ensure proper project scope management, budgets, subcontractors, and compliance with contract requirements and milestones.

  • Collaborate with other divisions and leadership on decision making matters and address major issues having cross functional and project delivery impact.

  • Create an environment that empowers staff at all levels and rebate portfolio to contribute and work together.  

  • Demonstrate accountability, effective communication, being a team player, and team member development.  

  • Integrate best practices, techniques, and lessons learned throughout the teams and project executions  


 Required Education and Experience 



  • Bachelor’s degree in business administration, finance, environmental science, or related field preferred.

  • Minimum of 10 years’ experience in upper management roles with experience in designing, implementing, closing out and/or evaluating energy programs such as demand-side management, utility company programs, and electrification programs.

  • Practical experience working with a range of development program partners, including government agencies, regulatory bodies, utilities, NGOs, civil society, and consumers.

  • Ability to travel  


Preferred Skills and Experience 



  • Client management, team management, and executive presence.

  • Proficiency with project management software tools, methodologies, and best practices, including MS Office tools (Excel, Project, PowerPoint) and Visio & Smartsheet.

  • Excellent communication, organizational skills, and the ability to work within budgets and deadlines.

  • Experience managing federal funds
