Responsibilities

  • This position will provide leadership and direction to payroll processing and accounting staff to ensure all payroll processes are accurate and efficient and ensure compliance with federal, state, and local laws, regulations, and university policy and procedures.

  • Leads and directs two sections (Payroll Operations and Payroll Accounting) of Payroll Services to ensure all payroll procedures are accurately and timely completed in compliance with federal, state, and local laws, regulations, and university policy and procedures.

  • Ensures staff is adequately trained on all system changes, federal, and state rules and regulations, technology, and university policy/procedures.

  • Position will work closely with the Payroll Director to develop and maintain partnerships throughout the university, participate in all strategic planning and staffing decisions for the department, assist with interpreting, implementing, and monitoring all payroll regulations to ensure compliance, and partner with Information Technology Services (ITS) on the design, upgrade, implementation, and troubleshooting payroll related systems.

  • Troubleshoots complex payroll and accounting issues and ensures resolutions. Serves as liaison between the university's payroll office and state agencies to ensure compliance with the State of Florida's rules and regulations.



Qualifications

Bachelor's degree and four years' experience related to budget, financial and/or accounting services or a combination of post high school education and experience equal to eight years.

Preferred Qualifications

  • Knowledge of principles, practices, and standards of payroll administration.

  • Knowledge of accounting systems and practices.

  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.

  • Ability to train and supervise employees.

  • Knowledge of principles and practices of project planning, development and evaluation.

  • Experience in a higher education environment.

  • Proven track record in staff development, coaching, performance management, and the use of collaborative decision-making to meet organizational objectives.

  • Experience with Human Resource enterprise resource planning systems (such as PeopleSoft/OMNI or comparable systems).

  • Ability to troubleshoot system processing errors and develop resolution.

  • Bachelor's Degree.

  • CPP (Certified Payroll Professional) certification.
