ABOUT THE POSITION
The Emergency Management Department (EMD) has an opening for a Systems Accountant I for the Riverside Office. The incumbent in this position will be responsible for running general ledger transactions and balances through an automated system that the candidate will be developing and will be tasked with identifying discrepancies and assigning them to be corrected . The Systems Accountant I will be responsible for account management including contract calculations, distribution, and billing. Additionally, the incumbent will be in charge of disaster recovery and ensuring the system is working for proper data input/output.
Candidates with emergency management experience, grant experience are highly encouraged to apply. Candidates must have experience with Microsoft Access Development.

The Riverside County Emergency Management Department (EMD ) is a public safety department that includes Emergency Planning Division (EPD)the Riverside County Emergency Medical Services Agency (REMSA) and the Emergency Services Division (ESD). EMD coordinates emergency management and emergency medical services in order to mitigate, prevent, prepare for, respond to, and recover from emergencies and disasters.
EXAMPLES OF ESSENTIAL DUTIES
• Study the principles and techniques used in conducting accounting systems analysis; assist in analyzing new legislation and existing information technology systems to solve problems, improve production and implement statutorily required changes.
• Assist in preparing or approving detailed requirements and specifications including flow charts and program narratives; develop production program schedules and coordinate and control production requests; assist in the preparation of detailed procedural guides and manuals to be used in implementing new or revised accounting systems.
• Confer with user department representatives to ensure that systems are functioning correctly and meeting user requirements; consult with and assist RCIT personnel as needed.
MINIMUM QUALIFICATIONS
OPTION I
Education: Graduation from an accredited college or university with a Bachelor's degree in accounting OR a Bachelor's degree in a closely related field with a specialization in accounting coursework. (A specialization is interpreted as the completion of at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.)
OR
Certificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.
OPTION II
Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting or a major in a closely related field, WITH a specialization in accounting coursework.
Experience: Two years of professional-level accounting or auditing experience preferably in a governmental agency including experience with automated accounting systems and Microsoft Access development experience.
Knowledge of:County, state, and federal regulations relating to accounting and auditing requirements, accounting principles, theories, and procedures; governmental accounting and budgeting principles and procedures; basic computer principles, methods, and techniques.
Ability to: Understand, interpret, and apply laws, rules, regulations, policies, and procedures related to accounting operations; gather and analyze data; plan, coordinate, and initiate action to make appropriate recommendations; effectively prepare and present clear and comprehensive statistical and narrative reports; establish and maintain effective working relationships.
Other Requirements
License: Possession of a valid California Driver's License is required.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
