OVERVIEW:


The Director of Master Campus Planning and Construction is responsible for the planning, design, and execution of facilities capital projects and significant physical improvements undertaken by The Children’s Museum of Indianapolis. The incumbent ensures projects are effectively managed from concept through planning, design, bidding, construction and/or installation and activation.  The director oversees and leads efforts to keep the campus master plan updated relative to ongoing developments within and around the museum, with consideration for the integration of sustainable and accessible design, a respect for the environment, and the conservation of resources into the projects the Museum undertakes.


 The position requires strong organizational and project management skills to ensure all project activities align with established timelines and budgets.

ESSENTIAL RESPONSIBILITIES:



  1. Oversees and directs facilities capital initiatives inclusive of capital projects from conception to completion, including planning, bidding, contracting, budgeting, permitting, scheduling, equipment and supply management and quality execution serving as the museum point of contact for external consultants, engineers, contractors, and suppliers associated with this work.

  2. Ensures the success of projects and improvements by effectively coordinating with colleagues on the installation and commissioning of engineered systems and continuing throughout the life of the facilities. Monitors compliance with building and safety regulations, quality construction, schedule, and installation standards.

  3. Works with colleagues to develop solutions for facility-related problems. Communicates and advises senior leaders regarding planning, design, and construction issues, including the condition of existing facilities code compliance, life safety requirements, and physical condition. Makes recommendations for actions to correct deficient or unsafe conditions in facilities and expedites the completion of the fixes.

  4. Develops and maintains construction policies, guidelines, standards and quality expectations for physical improvements, taking into account the museum’s commitment to DEAI, use of XBE/DBE consultants and contractors, ADA accessibility standards, and other pertinent standards. Ensures compliance with local, state and federal regulations, safety codes and other requirements, in addition to ensuring quality standards are met. Ensures museum and departmental policies, guidelines and standards are communicated to consultants, contractors, and others performing construction on campus.

  5. Develops and maintains positive, constructive relationships with vendors, contractors, subcontractors, construction workers and other specialists. Routinely coordinates and monitors work in progress through on-site walks, coordination meetings, and ongoing communications with project teams, leadership, and staff. Responds efficiently and effectively to work delays, emergencies, and other project disruptions.

  6. Working alongside Operations and museum leadership, provides management of campus planning on various scales, from strategic visioning and campus master planning to targeted space planning and best-use analysis.

  7. Promotes and supports the Museum’s commitment to sustainability by planning, designing, and constructing capital projects and physical improvements using sustainable principles such as those established by the U. S. Green Building Council, LEED, ASHRAE and other similar organizations.

  8. Represents the museum with external groups and organizations related to planning, design, and construction issues. Serves on committees as requested to provide input and guidance regarding operations and campus initiatives. Actively engage with key museum stakeholders to effectively coordinate smooth project execution while mitigating adverse impacts to operations.

  9. Assists with and/or prepares required and requested timely and accurate reports to federal and state agencies regarding physical improvements. Assists with fund-raising efforts for physical improvements by participating in the preparation of applications and other necessary supporting materials for construction grants, loans, and donations.


REQUIREMENTS:



  1. Bachelor’s degree (or equivalent experience) in engineering, construction management or related field preferred. The ideal candidate has broad experience and knowledge in capital planning, construction project delivery, and institutional facilities management.

  2. Five (5) years' work experience in project management, including project budgeting, design, contract and construction management, demonstrated through the completion of multiple capital projects totaling in excess of $30 million.

  3. Five (5) years’ experience in campus or institutional planning at the short-, mid-, and long-term scales. Must possess strong and creative leadership acumen, adeptness at budget development and management, analytical and problem-solving competency, and strong communication skills.

  4. Strong knowledge of building codes and regulations, industry standards, building accessibility requirements, contract language applicable to the construction industry.

  5. Expert knowledge of building products, construction details and relevant quality standards and worksite safety. Working knowledge of green building practices is preferred.

  6. Demonstrated competence in conflict and crisis management. The scope of the job requires responding to emergencies or unforeseen situations related to the physical plant and campus.

  7. Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

  8. Excellent time and project management skills, including the ability to manage multiple projects simultaneously.

  9. Professional certifications, such as CCM (certified construction manager), AC (associate constructor), CPC (certified professional constructor), PMP (Project Management Professional), LEED (Leadership in Energy and Environmental Design) preferred.

  10. Cultural competence and strong public relations and communication skills to communicate with colleagues, the community, museum partners and the public regarding planning, design, and construction issues.

  11. The ability to work collegially with a wide variety of constituencies possessing various levels of planning and design knowledge.


ADA REQUIREMENTS:



  1. Required to view computer monitor, create and review documents and process paperwork.

  2. Must be able to engage in effective communication by telephone contact, email, virtually, in-person, public presentations, one-on-one conversations and radio.

  3. Requires the ability to traverse throughout the campus and physical plant including climbing stairs and ladders.

  4. Heavy use of tools, lifting and moving construction materials and large technical equipment. Must be able to lift up to 40 lbs, work in tight spaces and at heights. Must be able to kneel, sit, or stand for extended periods of time.
