Ohio Department of Public Safety - Ohio Homeland Security

Report in Location: 1970 W. Broad St. Columbus, Ohio 43223

 

Within in the Ohio Department of Public Safety (ODPS), Ohio Homeland Security (OHS), act for administrator by relieving superior of most difficult duties in order to administer the OHS Critical Infrastructure Program (CI) (e.g., manage operations of the Critical Infrastructure Program; serve as primary contact for critical infrastructure sector partners & for the Department of Homeland Security (DHS) PCII Program in protecting critical infrastructure data; identify goals & objectives; coordinate programs &/or projects related to critical infrastructure) & OHS Cybersecurity program/Cyber Center (e.g., represent OHS on the Ohio Cybersecurity Collaboration Committee (OC3) & co-chair the OC3 Cyber Protection subcommittee; develop & implement projects for OHS cyber program; act as subject matter expert for cyber security internal &/or external partners; advise OHS & ODPS leadership on cyber grant investments, state &/or local cybersecurity initiatives, & legislative action); Formulate & implement policies & procedures (e.g., analyze & evaluate existing policies & procedures; provide technical advice to aid administrators in decision making; provide recommendations for implementation of new policies & procedures); Collaborate with federal, state & local professionals & external partners in cyber security & infrastructure protection activities (e.g., develop relationships; establish industry best practices, products & resource development; update state asset list; etc.); Assist with the development & execution of the strategic plan for critical infrastructure & cybersecurity within OHS (e.g., plan, write, implement strategic plans; provide updates; make revisions/edits); Establish & maintain database of critical infrastructure sites for the state of Ohio; Develop & coordinate public relations programs (e.g., conduct outreach; prepare presentations on critical infrastructure & cybersecurity; collect & share training opportunities; create platform for information sharing); Establish priorities & supervise subordinate personnel (e.g. provide developmental opportunities & work direction, coach staff to foster development, monitor staff activities to ensure quality customer service & information technology security, evaluate performance, approve section staffing levels, recommend discipline, pre-screen applications & participate in interviews).

Oversee intelligence management as it pertains to the CI & Cybersecurity programs (e.g., monitor & evaluate intelligence information received; review analyst entries in the intelligence data management system; participate in the review, revision & development of OHS policies related to intel & information sharing activities; act as subject matter expert on infrastructure & cybersecurity intel topics for OHS partners &/or the general public; direct, review & revise intel products created by Public Safety Intelligence Analyst (PSIA) prior to presentation &/or publications); Coordinate product development with OHS & Ohio State Highway Patrol (OSHP) Public Safety Intelligence Managers (PSIMs), & federal, state &/or local intel partners, for distribution through the Communication & Information Management System (CIMS) & Homeland Security Information Network (HSIN); Support cross training of Statewide Terrorism Analysis & Crime Center (STACC) & Strategic Analysis & Information Center (SAIC) Public Safety Intelligence Analysts (PSIAs) to build skills & increase collaboration in product development; Collaborate with security team, OHS & OSHP PSIMs on classified brief topics & presenters; Make recommendations to leadership on staffing & equipment needs for STACC/SAIC; Recommend training for PSIA's & PSIMs.

Coordinate meetings & conferences (e.g., DHS data call for critical infrastructure sites; each of the 16 critical infrastructure sectors); Assist with grant applications relating to critical infrastructure; Aid in &/or conduct building risk & vulnerability assessments to include State Building properties; Provide research on Critical Infrastructure by sector for the purpose of information sharing; Support other OHS programs as needed; Perform other duties as assigned.

Completion of undergraduate core program in business administration, management or public administration; 36 mos. trg. or 36 mos. exp. in supervisory, administrative &/or managerial position.

-Or completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; 36 mos. trg. or 36 mos. exp. in supervisory, administrative, managerial &/or staff position involving planning, research &/or policy/procedure development.

-Or 5 yrs. trg. or 5 yrs. exp. in business administration, management or public administration.


-Or 1 yr. exp. as Program Administrator 2, 63123.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
