Summary of Major Responsibilities
The Health Economics & Outcomes Research (HEOR), Director is responsible for setting strategy for HEOR value communication, describing, and delivering solutions to a Diagnostic/Biotech audience for the Precision Oncology in-market products. This role will engage with Precision Oncology Access Strategy team, market access managers, analytics, and market researchers, as well as other cross-functional teams across the enterprise. This position will develop and implement U.S. HEOR strategy for one or multiple therapeutic area(s) in Precision Oncology through personal research, consultants, and internal stakeholders. This position will design and perform health economic and outcome research projects/studies focusing on value, positioning, and unmet needs of in-market and newly launched Exact Sciences products in order to support best possible market access.
The HEOR, Director will be responsible for all aspects of effective project management, including RFP development, contract execution, protocol design, analytic plan development, oversight of data collection/acquisition, data analysis, and development of research findings into publications and into field resources/deliverables in alignment with brand and channel strategies. The position will provide a lead in the initiation, development, and implementation of world-class health economics and reimbursement analytics and development of strategies across assigned Exact Sciences products.
This role will coordinate HEOR studies to align with Precision Oncology Access Strategy, Marketing, Pricing, Market Access Managers, Sales, and Medical Affairs strategies. This is a technical position with project-specific strategic responsibilities. The incumbent is responsible for the delivery HEOR research in support of Exact Sciences projects for marketed products. This is a highly independent position sustained by the training, experience, and judgment of the incumbent. In addition, this position sets analysis strategies with expertise in the design and application of health economic and outcomes research during later phases of product life cycles.
The incumbent will have a good working ability to manage analysts and will work in close collaboration with HEOR and Market Access for field execution of strategic research initiatives.
This position is field based.
Essential Duties and Responsibilities
Continually educate the organization on the latest developments and thinking in HEOR as it relates to Evidence Based Medicine, PRO regulatory processes, and reimbursement policies.
Act as a liaison and key internal HEOR/Managed Markets Strategy point of contact for evidence generation for Exact Sciences products, services, and technologies with Brand Marketing, Medical/Scientific Affairs, Medical Writing, and HEOR Field Directors.
Collaborate with home office and external analysts in the execution of studies and implementation of field-based, customer-focused initiatives (e.g., models, presentations, publications, slide kits, formulary/regulatory dossiers).
Collaborate with field-based HEOR to manage the evidence needs of the most sophisticated U.S. healthcare decision makers; including major national level managed care organizations (MCOs), national pharmaceutical benefits managers (PBMs), national organizations that influence healthcare policy, and leading academic institutions, and national/international level opinion leaders that focus on HEOR.
Develop and lead high quality presentations that effectively communicate the evolving U.S. healthcare environment, health technology assessment, or other topics.
Manage HEOR strategy and related evidence needs for designated assets; participate in business planning as required.
Engage in support of HEOR advisory boards or other activities that strive to understand the application and impact of current or planned HEOR evidence.
Represent Exact Sciences in discussions during customer presentations, contract negotiations, and at scientific conferences.
Coordinate necessary U.S. clinical data to create and include economic arguments.
Identify HEOR modeling and evidence generation opportunities and communicate and support internally; identify data gaps and lead/participate in research project teams.
Proactively represent the evidence needs of health care decision makers within HEOR and other internal stakeholders to ensure that unmet needs are identified and prioritized in planning processes.
Design and develop pharmacoeconomic models; including cost-effectiveness models and budget impact models to support market access and performance of the company’s diagnostic products. Develop and/or coordinate the development of HEOR section of product dossiers.
Develop research plans, protocols, and budgets, conducts analyses, and prepare drafts and final reports, abstracts, and manuscripts.
Identify, maintain successful research relationships, and facilitate discussions with HEOR key opinion leaders and other clinical/academic consultants within assigned responsibility; execute submitted proposals, as appropriate, with vetting/evaluation from internal decision-making committees.
Incorporate business requirements/concerns of top tier customers into analytic tools and results-focused approaches.
Lead the development of HEOR strategies and assist in creating tactics for economic value and quality of life arguments during product development and launch to support pricing and reimbursement across payer and health system customers.
Support and provide internal training initiatives on HEOR methodologies and application. Apply foundational pharmacoeconomic and other health outcomes principles to meet the scientific evidence needs of population-based healthcare decision makers.
Participate in training programs to maintain and develop expertise in health outcomes research, pharmacoeconomics, and other subjects as appropriate.
Provide technical oversight and guidance to research. Serve as an internal expert and key resource for research design, methodologies, analytic techniques, and reporting of health economic and outcomes research.
Work closely with Medical Writers and analysts to ensure analysis and scientific material is appropriate, relevant, and accurate.
Facilitate value- and outcomes-based evaluations in support of contracting with payer organizations.
Ensure compliance with applicable SOPs in all activities.
Effectively partner with Exact Sciences field and home office medical, market access partners, including both medical and commercial/market access colleagues, as well as with Compliance, Legal, Quality Assurance, and other colleagues.
Promote an open, collaborative environment built on trust to foster positive teamwork.
Maintain a strong understanding of the evolving U.S. healthcare environment and implications for HEOR strategy.
Apply strong scientific, health services, and outcomes research, and pharmacoeconomics training; excellent understanding of the evolving U.S. healthcare system and population-based healthcare delivery.

Ability and means to travel between Exact Sciences locations.
Ability to travel 25% of working time away from work location, may include overnight/weekend/international travel.
Qualifications
Minimum Qualifications
PhD in Health Economics, Outcomes Research, Epidemiology or related discipline; or Master’s degree in Health Economics, Outcomes Research, Epidemiology or related discipline plus 2 years of relevant experience in lieu of a PhD; or Bachelor’s degree in Health Economics, Outcomes Research, Epidemiology or related discipline plus 4 years of relevant experience in lieu of a PhD.
8+ years of relevant field-based or other pharmacoeconomics professional experience in the diagnostic, biomedical, or pharmaceutical industry, or a managed care, public sector, academic organization, HEOR research organization, or other setting in which responsibilities include population-based healthcare management and/or clinical/pharmaceoconomic communications.
Demonstrated thorough knowledge of U.S. data sources and payer claims.
Demonstrates exceptional scientific understanding of health economics and outcomes research (HEOR), combined with knowledge of the U.S. healthcare system.
Displays strong understanding of the U.S. healthcare environment and applies understanding in support of internal HEOR activities.
In support of all Exact Sciences in-market, technologies, and services, demonstrates exceptional scientific and technical capability in meeting the scientific evidence needs of the most sophisticated evidence-driven, population-based healthcare decision makers; e.g., national and regional health plans, integrated health systems, long term care payers, government payers, and key researchers and U.S. healthcare policy makers.
Demonstrates a deep understanding of and adherence to laws and regulations.
Proficient in Microsoft Office to include Excel, Word, and PowerPoint.
Demonstrated ability to perform the Essential Duties of the position with or without accommodation.
Authorization to work in the United States without sponsorship.
Preferred Qualifications
PhD in Health Economics, Outcomes Research, Epidemiology, or related discipline.
Post-doctoral or fellowship program experience in health services research, pharmaceutical economics, health policy, epidemiology, or related fields.
